Yes. WATick supports coexistence, so you can connect your number to the API and keep using the WhatsApp Business App on your phone at the same time.
You need a Facebook (Meta) Business account and a phone number for WhatsApp. After you sign up, you connect your number from the WATick dashboard and can start sending messages once your templates are approved by Meta.
The green tick (Official Business Account) is granted by Meta, not by any platform. Once your number is connected through the official API, you can apply for it. Meta usually approves brands that are well known and have press coverage.
